APR PACT2e Planning and Development, in the face of Climate Change, the Transition of Territories

This first edition of the APR PACT2e aims to:

  • Develop and capitalize on knowledge on climate change mitigation and adaptation with a view to dynamic planning based in particular on the evolution of territorial planning documents (eg: SCoT, PLUi,  etc. );
  • Develop, experiment and improve adaptation and mitigation solutions to climate change (tools, methods, modes of organization, procedures, etc.) within experimental territories at local scales (eg: block, district, urban project, etc.)  etc. ).

You are  a public or private research team, a research center, a public, parapublic or private technical center, a company, an association or a design office working in the fields of development, town planning, mitigation and adaptation to climate change.

You work in the fields  of human sciences (geography, town planning, sociology, political sciences, legal sciences,  etc. ), climate sciences (meteorology, atmospheric physics, climatology,  etc. ), mathematics (modeling, statistics), life sciences (biology, epidemiology, ecology,  etc. ) or engineering sciences (design, design of experiments, evaluation,  etc. ).

You are associated in a consortium  bringing together the relevant actors to provide the scientific bases and tools necessary for communities including decision-makers, actors and managers of territories and living spaces to improve operational development and planning of territories in a context of climate change.

Your project concerns finalized research that can help anticipate the sustainable territories of tomorrow. Its objective is to identify and / or assess qualitatively and / or quantitatively adaptation practices / solutions in a context of climate change and ecological transition. Or you want to analyze the links between the spatial and temporal scales of the impacts of climate change and land use planning by means of urban planning documents such as the SCoT. 

Under the APR PACT2e,  you can benefit from financial assistance  in the form of a grant ranging from 25 to 100% of eligible expenses, depending on the size of your structure, its activity (economic or non-economic), and the type of research carried out in your project (fundamental research and research into new knowledge, industrial research or experimental development).

The APR PACT2e will publish a call for research proposals (APR) every two years, which results in a  selection of the proposals submitted according to the following four criteria:

  1. The  relevance  of the proposal with regard to the orientations of the RPA, the  scientific  and  technical quality  of the proposal and the innovative nature of the project,
  2. The adequacy of resources (human and financial)  to the ambitions of the project, the quality and justification of the partnership and the organization of the team,
  3. The usefulness, development and operational and scientific benefits of the research,  taking into account the purposes of the RPA. For the sake of operationality, a scientific and operational promotion plan for communities involved in research projects must be developed in the application file.
  4. The territorial anchoring and replicability  of the project as well as its  environmental impacts .

The following elements should be taken into consideration before uploading a project:

  • The platform requires the creation of a user account before the deposit,
  • The project can be submitted in several stages (it is not necessary to complete everything at once),
  • The complete submission of a project can take a long time depending on the number of partners involved. It is therefore imperative to anticipate the deposit,
  • The title, the composition of the consortium and the ( non-confidential ) summary of the project will be used to solicit reviewers, so special attention should be paid to this. These elements may also be published by ADEME if the project is selected,
  • It is important not to forget to complete the table of experts proposed / refused,
  • If elements identified as mandatory are missing, the file cannot be validated and therefore cannot be considered as duly submitted.

Observe the maximum number of pages indicated in the word document to be completed. The evaluation of the file will take into account compliance with this recommendation.
