The Polio Outbreak Coordinator provides technical assistance to the country’s office by supporting the Polio Eradication Initiative of-preventable diseases by vaccination campaign and any other epidemics (e.g. EBV).
The Polio Outbreak Coordinator serves in a country office where the CSD and C4D programs are involved in the polio response. S/he will directly report to the Representative.
How can you make a difference?
The Polio Outbreak Coordinator will provide to the country office technical orientations, governance and strategic input needed to coordinate UNICEF’s response in case of hasty disease rising. The Polio Outbreak Coordinator is responsible for ensuring the internal coordination of UNICEF support and coordination with IEP and EPI members in the preparation and implementation of the « cVDPV Virus Interruption Plan » in close collaboration with the Health/Immunization and C4D sections during the period of the outbreak.
1. Coordination with partners, planning and elaboration of the outbreak;
Work in collaboration with MSP, WHO and any other IMEP partners to finalize, update and monitor the implementation of the disruption plan of the VDPV2 circulation, by ensuring that dedicated critical activities are allied and conducted with the required quality and consistency;
Work in collaboration with MSP, WHO and any other IMEP partners to monitor the implementation of the response and specifically ensure an adequate planning and monitoring of critical activities for UNICEF such as communication for the development, management of vaccines and associated logistics.
Actively participate in national coordination meetings before, during and after the response
Coordinate with the CSD/Immunization section, the C4D section and the concerned field offices the efficient management of UNICEF’s internal resources as part of the vaccine response
Ensure that the various technical and coordination sub-committees set up in the response are properly working.
Ensure that the entire planning and implementation, monitoring and evaluation of the epidemic response plan is well prepared: responsibility of actors at the national level, facilitation of micro-planning processes and its implementation in close collaboration with coordinators at each level
Conduct advocacies to the authorities, in collaboration with C4D international consultants and partners, for the effective involvement of the Politico-Administrative Authorities in the response by ensuring the strict application of the framework accountability at each level and ensure the monitoring of the situation.
3. Coordination and supervision of the team
Develop the oversight plan for response teams and UNICEF staff involved in the response, in collaboration with the central level and field offices
Develop polio work plans, set priorities and objectives, and set performance measures.
Provide internal coordination and oversight of the multi-sector polio response team (health, C4D, monitoring and evaluation) and provide advice on innovative programming and management best practices for improve programming and operations.
4. Monitoring and verification of the outbreak quality
Participate in the assessments of each response and the final the vaccine response assessment
Ensure that post-campaign independent monitoring (MI) activities are organized with WHO and the results of these MI and LQAS are analyzed
In collaboration with the C4D team, provide data collecting tools on the recovery of inoculated children among populations and conduct a detailed analysis to assess the pertinence of the strategies implemented for these groups;
In collaboration with the C4D team, monitor data and indicators reflecting the resistance trends cataloged populations or high-risk resistant populations to highlight data management for quantitative assessments;
Provide the C4D team with the tools related to messages and community imparts training as part of community-based monitoring. To this end, develop in collaboration with WHO and the Ministry of Health, a plan to extend this community-based surveillance in the health districts affected by the response and beyond
Coordinate the organization of independent monitoring of mOPV2 management with the VM International Consultant, with a particular focus on the finalization of the protocol/guide, the recruitment of monitors, the analysis and finalization of MI reports;
Ensure reporting availability at each end of the pass, including the mOPV2 vaccine management report
Write the overall response report highlighting best practices, lessons learned and recommendations
Assess program progress, identify weaknesses, bottlenecks and potential problems.
Monitor the work plans implementation and progress and work with colleagues to ensure that results are achieved in accordance with targets and performance standards.
Monitor the optimal and appropriate use of program resources (financial, human, administrative and other assets) and verify compliance with organization rules, regulations and procedures, donor commitments and standards of accountability and integrity.
Prepare all program reports required by the management, the regional office, etc. with a focus on polio eradication issues.
5. Routine vaccination activities
Follow-up with health districts concerned by the response for the development of micro-plans for the strengthening of routine vaccination, with a particular support for strengthening IPV coverage;
Ensure regular monitoring and analysis of routine immunization data including cold chain and vaccine management
6. Any other related tasks
Perform any other related tasks as assigned by the supervisors, including guiding, training staff and consultants, as required.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in Public Health/Epidemiology preferably, or in an equivalent field.
A university degree in one of the following areas is required: Public Health, Epidemiology or an equivalent field
A minimum of  eight of relevant professional experience in public health and immunization preferably in developing countries;
Have a proven work experience in coordinating and managing teams within the framework of IMEP and other accelerated initiatives to fight vaccine-preventable diseases;
Work experience in organizing vaccination campaigns and the experience of a mOPV2 campaign would be an asset;
Ability to work in a multicultural and emergency environment;
Aptitude to integrate vaccination into other areas of health is an asset;
Developing country work experience and/or familiarity with emergency is considered an asset.
Fluency both in French and English are required . Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
