WFP Ethiopia is working with the government and other humanitarian partners to strengthen the resilience of Ethiopia’s most vulnerable population and to chart a more prosperous and sustainable future for the next generation. The Country Office also supports programmes that use food assistance to empower women, transform areas affected by climate change and keep children in school. It aims to contribute to Ethiopia’s five-year development agenda, the Growth and Transformation Plan (GTP), through which the Government combats food insecurity.
ORGANIZATIONAL CONTEXT
These jobs are found in WFP Ethiopia Country office based in Addis Ababa. The incumbents under the direct supervision Project Manager-Facilities.
JOB PURPOSE
To carry out repair, maintenance and new construction works at WFP facilities including offices. This position will be based in Addis Ababa but require travel to locations throughout the country.
KEY ACCOUNTABILITIES (not all-inclusive)
The incumbents will be responsible for the following duties in all WFP offices in ETHIOPI
1. To carry out repair, maintenance and new construction works at WFP facilities as instructed by WFP Engineers
2. Ensure that works including masonry, wood, and metal construction are carried out in accordance with drawings or best practices and meet WFP engineering requirements
3. Ensure that finish works including plastering, painting, tiling, ceiling installation, flooring installation meet WFP engineering requirements
4. To prepare bills of quantities (BOQs) for works and coordinate with Project Manager – Facilities to purchase materials through appropriate procurement method
5. When required, to be responsible for operational cash advances and to keep all receipts including for labour payment. To close advances in a timely fashion.
6. To support in the purchase of materials and ensure all materials used in works are per WFP standards. To inform Project Manager – Facilities when locally available materials are insufficient to coordinate sending of appropriate materials
7. To maintain records of materials and tools stored at WFP offices and warehouses, to support in loading and transporting materials
8. To check plans and drawings where applicable for accuracy of quantities and calculations
9. To make recommendations for the construction methods to be used to best utilize local materials, ensure quality and minimize timeline
KEY ACCOUNTABILITIES (not all-inclusive)
10. To update Project Manager – Facilities on progress of all activities, to provide written summaries of progress and send photographs of progress each week. To update on any changes to programme due to added works, unforeseen conditions or other issues.
11.To hire local labour and equipment as required to complete works. To supervise local labour and ensure quality of works.
12. Liaising with local WFP staff to inform them of any impacts or disruptions from the projects. Supporting with other projects when possible with work schedule.
13. Notifying Project Manager – Facilities of any issues that arise and suggesting ways to address the problems.
14. To ensure that all construction works being carried out by day labourers on behalf of WFP are executed in accordance with health and safety best practice, and in accordance with Ethiopian Labour Law, and in accordance with the ethics of the United Nations.
15.Any other duties as instructed by Project Manager – Facilities and Head of Engineering Unit.

STANDARD MINIMUM QUALIFICATIONS
Education: Completion of secondary school education, plus demonstrated qualification in Civil Technician. Completion of technical/vocational school certification is desirable.
Experience: At least Four or more years of progressively responsible and proven effective, as a civil technician working on maintenance and construction projects.
Language: Fluency in both oral and written communication in English. Knowledge of the local language is added advantage.
KNOWLEDGE AND SKILLS:
o A strong working knowledge of Ethiopian standard construction practice
o Ability to carry out wood, masonry and metal construction and finish works including plastering, tiling, painting, ceiling installation, flooring installation and roofing
o A willingness to learn new construction methods and adhere to international standards as instructed by WFP Engineers
o Good supervision skills, ability to manage teams of workers and ensure quality
o The ability to read drawings, and follow a schedule
o A natural ability to identify and solve problems and ensure progress on site.
o Proficiency in the use of Microsoft Word, Excel, and Outlook (Email)
