HJF is seeking a Data Informatics Researcher to support the Strategic Initiatives (SI) Department located at the Naval Health Research Center (NHRC) in San Diego, CA. HJF provides scientific, technical and programmatic support services to SI and NHRC.

The incumbent will provide analytic support, ensures data quality and data integrity. Designs and conducts data analyses; Establishes and provides oversight for data warehouse maintenance, report design, creating process templates and spreadsheets for various report models and data analysis; Plans and coordinates data collection, applies statistical methodology to analyze and interpret data; Prepares conclusions and forecasts based on data summaries; Participates in future planning, analysis, and presentations in support of the research process; Assists in the development and direction of data development strategy through analysis and evaluation of current data collection or data synthesis processes; In conjunction with other Departments, coordinate the exchange of data files and improvements to underlying systems.

Responsibilities:

  1. Designs and conducts data analysis. (50%)
  2. Establishes and provides oversight for data warehouse maintenance, report design, creating process templates and spreadsheets for various report models and data analysis. (10%)
  3. Plans and coordinates data collection, applies statistical methodology to analyze and interpret data. (10%)
  4. Establishes and provides oversight for data warehouse maintenance, report design, creating process templates and spreadsheets for various report models and data analysis. Prepares conclusions and forecasts based on data summaries. (15%)
  5. In conjunction with other Departments, coordinate the exchange of data files and improvements to underlying systems. Participates in future planning, analysis, and presentations in support of the research process. (5%)
  6. Assists in the development and direction of data development strategy through analysis and evaluation of current data collection or data synthesis processes. (10%)
  7. May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Required Knowledge, Skills and Abilities: Knowledge and application of data cleansing and migration techniques are mandatory. Demonstrated analytical skills and passion for analyzing data. Experience with data modeling. Must have strong Excel skills. General knowledge of SAS, SPSS, and/or STATA software. Ability to investigate data issues and participate in remediation activities. Statistical and data analysis skills are a must to assist gathering and solving data quality issues. Ability to review detailed documents to validate data in operating systems. Experience in writing requirements. Excel MACROS experience is a plus. Familiarity with IDC9 and IDC10 coding.

Minimum Education: Bachelor’s degree required, Master’s degree preferred.

Minimum Experience/ Training Requirements: 6-8 years of relevant work experience required.

Background/Security: Eligibility to obtain and maintain a Tier I investigation/Public Trust and a Common Access Card (CAC).
