The IOM is hiring a Resources Management Officer.

In the framework of the European Union (EU) and the International Organization for Migration (IOM) Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter JI), IOM is targeting 14 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) to ensure the security, dignity and rights of migrants along their journey from Central and West Africa (WCA) to North Africa and Europe. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows. The Initiative will aim at strengthening the technical and material capacities of the authorities and organizations involved in these areas so that they can ultimately take over policies and programmes related to the protection and reintegration of migrants in the region, with a view to improving the governance of migration in the region.

Under the direct supervision of the Senior Regional Resource Management Officer (SRRMO), and in close coordination with JI Regional Coordination Unit (RCU), the successful candidate will be responsible for managing and monitoring the Emergency Trust Fund for Africa (EUTF) budget, accounts and financial reports of all the missions in the sub region that are managing JI projects, including the regional JI budget (so-called “top-up”).

Your core Functions and Responsibilities at the UN Migration

For the JI projects that have been signed in the Central and West Africa (WCA) Region:

  1. Monitor and oversee the financial management of all activities including oversight of financial expenditure and accountability; and undertake financial analysis of all activities in those office.
  2. Oversee and coordinate the preparation and review of EU financial reports in accordance with IOM regulations and EU regulations and established procedures.
  3. In coordination with Project Managers and JI RCU prepare budget reports, proposals and revisions.
  4. Oversee the budget control process and analyse variances between the budget and actual expenditures for all the JI projects.
  5. Oversee and draft general instructions and Standard Operating Procedures (SoPs) to be shared with all WCA IOM Offices in the areas of general administration, finance and human resources.
  6. Inspect payroll versus budgets, ensuring that salaries are correctly allocated to projects consistent with IOM’s projectization criteria, and provide advice and guidance as required.
  7. Supervise and train local staff on EU and IOM’s administrative/financial policies and procedures. Undertake regular travel to offices in view to building financial management capacity of Administrative and Finance staff in the field.
  8. Assess monthly financial reports for all JI projects and take action to resolve anomalies and unusual trends.
  9. Ensure compliance with all administrative and financial rules, instructions, regulations and procedures related to the EU funded project(s).
  10. Ensure that all the documentation related to the EU funded project is scanned and prepared accurately and in a timely manner.
  11. Perform such other duties as may be assigned.

The Resources Management Officer profile

Required Qualifications and Experience:

Education

  • Master’s degree in Finance, Accounting, Public Administration, Business Administration or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.
  • Professional certification as chartered accountant (CA) or certified public accountant (CPA), Chartered Institute of Management Accountants (CIMA), or Association of Chartered Certified Accountants (ACCA) will be a distinct advantage.

Experience

  • Experience in management, humanitarian assistance and complex project implementation;
  • Practical experience in IOM or an intergovernmental field-based organization in administrative and financial management, budget monitoring, cash management and internal control procedures;
  • Knowledge of finance, procurement and HR procedures and rules;
  • Knowledge of finance, budget and EU rules;
  • Experience in project implementation, scheduling, and deployment of resources;
  • High level of computer literacy, in particular, experience in computerized accounting systems and software;
  • Knowledge of MS Office specifically Excel, knowledge of accounting systems, software and procedures (SAP is a distinct advantage);
  • Previous work experience in the region is an advantage.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
