Established
in 1951, IOM is the leading inter-governmental organization in the
field of migration and works closely with governmental,
intergovernmental and non-governmental partners.  IOM is dedicated to
promoting humane and orderly migration for the benefit of all. It does
so by providing services and advice to governments and migrants.

Internal
and external candidates will be considered for this vacancy. For the
purposes of this vacancy, internal candidates are defined as staff
members holding a regular, fixed-term or short-term graded or ungraded
contract, including Junior Professional Officers (JPOs), staff on
Special Leave Without Pay (SLWOP), and staff members on secondment/loan
released by the Organization, unless otherwise specified in their
contract. Staff members holding a regular, fixed-term or short-term
graded contract will not retain their contract type if appointed to an
ungraded position.

Context:

NCCI is a
community-based, small grants initiative implemented in close
coordination with the donor, with communities in priority areas, and
with all levels of Government.  The overall objective of NCCI is to
improve stability through strengthened government-community relations
and economic uplift with an initial focus on the regions of Agadez and
Diffa.

Under the overall supervision of the Chief of Mission
in Niger, and the direct supervision of the Programme Manager/Chief of
Party of the Niger Community Cohesion Initiative (NCCI), the Associate
Programme Officer (APO) will provide technical programmatic support to
the grants-making process and reporting requirements within NCCI.  The
incumbent will be expected to build professional skills and develop a
functional knowledge of IOM processes, procedures and guidelines.

Core Functions / Responsibilities:

1.
Support the development and drafting of small grant initiatives based
on active dialogue with colleagues in Grants Unit, the Field
Coordination Unit, NCCI Field Teams, Regional Field Officers,
Logistics/Procurement, the Programme Manager/Chief of Party and the
donor.

2. Support the development and drafting of programme
methodologies, operational procedures, programming standards and key
operational documents.

3. Draft weekly reports and other
documents to submit for review to the relevant units within NCCI and
finalize draft reports for submission to IOM and the donor.

4.
Support the Programme Manager/Chief of Party in ensuring an integrated
process of administrative, procurement, logistical and financial support
to the grants-making process.

5. Support the Programme
Manager/Chief of Party in ensuring grants developed fall within
agreed-upon strategies for areas of intervention.

6. Assist in the capacity building of NCCI staff regarding programme development, reporting and strategic communication.

7.
Ensure that grant documents are finalized in the best form possible, in
English, and that all grant activities reflect the overall intention
and objectives of the programme; share the grant documents with the
Grants Unit for filing.

8. Support field staff, including operational guidance to the field staff during grant implementation.

9.
Monitor the political and security developments throughout the country,
with a particular attention to areas of active and potential
implementation of NCCI grants.

10. Provide recommendations to
the Programme Manager/Chief of Party for the establishment of, and
improvements to, operational modalities aimed at achieving maximum
programme responsiveness and accountability to beneficiaries.

11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s Degree in
Social Sciences, Law, International Relations, Governance, Political
Science, Development or a related field from an accredited academic
institution; or

• University degree in the above fields with two years of relevant professional experience.


Experience

• Experience in  Migration, Community Development, Communications, Reporting, Grant Writing, Civil-society strengthening or Media. 

• At least one year of international work and travel experience; 

• Knowledge of USAID/OTI programming, specifically in small-grants, an advantage;

• Professional experience in the Sahel is an advantage; 

• Demonstrated experience in drafting and editing in French and English; 

• Experience analyzing complex problems and to prepare clear and concise reports; 

• Computer literacy specifically in graphic design and Microsoft Office including PowerPoint; 

• Experience generating complex charts and graphs is an advantage.

Languages

Fluency in English and French is required.
