Niger The International Rescue Committee recruits 01 M&E Advisor

The International Rescue Committee started activities in Niger in June 2013, responding to the Malian refugee crisis in the Tezalit department in Tahoua region. Since then the IRC has expanded programs to address the evolving needs of vulnerable populations first in the protection, WASH, health, nutrition, emergency and economic recovery and development sectors. Since then, it has expanded to education, rapid response mechanisms and migration sectors in the regions affected by armed conflicts and natural disasters, in Tahoua, Tillabéri (since 2013), Diffa (since 2015) and Agadez (since 2017) regions.

Responding to increasing insecurity and ongoing displacement in Burkina Faso, in April 2019, IRC launched an emergency response with WASH programming in Djibo Commune, Sahel Region.  As a result of the escalating crisis and  unmet  humanitarian  need,  the  IRC is expanding  its response  to  support  particularly  underserved populations and is establishing a country program.

 

Position Summary:

 

IRC is seeking a Monitoring and Evaluation (M&E) Advisor for the expected USAID funded Youth Connect activity. The 5-year project aims to equip vulnerable young women and men with technical and life skills, networks, and capital for increased strategic economic opportunities in the Tillaberi Region of Niger and potentially in Maradi, Zinder and Diffa and in the Sahel, Est, and Centre-Nord regions of Burkina Faso, security permitting. The M&E Advisor will be responsible for developing and implementing the project’s M&E Strategy, in accordance with IRC, USAID, and international best practice. The M&E Advisor will work closely with the COP and technical staff to ensure that relevant data is collected, analyzed, and used to inform management and design decision, and to provide project updates, as required This position is contingent on the IRC being awarded funding and is anticipated to begin in 2020.

 

Job Responsibilities:

 

    • Develop, manage and implement a monitoring and evaluation strategy for the project, including a system across all project components that leverages qualitative and quantitative methods, and draws from a variety of data sources to measure progress and evaluate impact, as well as support collaboration, learning, and adaptation;
    • Hire, train, supervise and mentor the project’s M&E team on interpretation and use of performance benchmarking measures, indicators, and reports;
    • Communicate information obtained through M&E activities to program staff, and external stakeholders, including USAID, to enable informed decision making;
    • Develop and ensure compliance with procedures for collection and reporting of project and program performance data to provide quality, timely data;
    • Regularly review data collection processes, perform data quality assessments, and make adjustments as needed;
    • Prepare the M&E section of the annual work plans, and of review or updates of it, as needed;
    • Participate and provide input to program strategy, including necessary adjustments or refinements to the work plan;
    • Oversee baseline surveys and assessments and the implementation of the M&E system on a day-to-day basis;
  • Utilize statistical software systems such as SPSS or STATA;
  • Ability to use and mainstream ODK based mobile data collection software, such as Kobo Collect and CommCare
  • Conduct regular visits to project sites, as possible, to provide technical assistance and ensure proper monitoring of project activities;
  • Prepare inputs for regular and ad hoc reports.

Qualifications

    • Advanced degree (PhD or MA) from an accredited university in social science, international development, evaluation research, statistics, or a related discipline required; equivalent experience may be substituted for graduate degree;
    • Minimum of five years of experience in M&E experience on multi-million dollar humanitarian or development projects in crisis contexts;
  • Significant previous experience carrying out M&E activities in conflict or crisis situations, preferably for USAID;
  • Experience developing performance monitoring plans and associated data collection systems and methodologies
  • Experience working in the Sahel and/or Niger and Burkina Faso on economic recovery and youth development programming, including any USAID Bridge and related activities.
  • Strong negotiation skills and the ability to develop relations with local counterparts, donors, and other stakeholders;
  • Strong communication skills, both oral and written;
  • Fluency in English and French required.
