Bénin CARE International recruits 01 Chief of Party

I. Application Context

CARE seeks a Chief of Party for an anticipated Swiss Cooperation « Benin Accountability Program/Phase 2 ». This program is expected to be a mandate agreement around the $4M USD range in 4 years.
The Chief of Party is accountable for the overall vision and leadership of the project and is accountable for delivering results. The successful candidate should possess significant senior experience managing program, financial, and operations of international donor-funded projects, particularly those involving Accountability Program.
The Accountability Program aims to create an environment where civil society organizations, citizens and the media interact with public authorities to provide better basic services to populations. Its approach consists of strengthening both the demand and the supply of accountability at local and national level in a process of complementarity with the programs of Swiss Cooperation (SDC) and the initiatives of other technical and financial partners. This program aims to strengthen the political anchor of democracy through the respect and expression of citizenship, with the ultimate objective of improving people’s access to socioeconomic services.
The project is expected to begin in April 2020.
1. General Skills and experiences
• Master’s degree in a relevant field.
• Oversee the completion of all technical requirements, including project results and deliverables, in accordance with the project work plan
• Good experience in Program / Project Management, in particular local governance and accountability projects;
• Good knowledge and experience of governance / accountability in Benin;
• Proven experiences in the flagship themes of the program as well as key themes related to the 2030 agenda
• Fluency in English and French (spoken and written) is required; knowledge of Benin locale language a plus
• Professional experience in West Africa and Benin would be an asset
2. Specific Skills and experiences
• Minimum of 5 years of progressively responsible experience in international development project management; previous Chief of Party, Deputy Chief of Party, or senior management experience on governance, accountability and advocacy projects/programs management
• Strong experiences in governance, accountability strategies, actions and tools;
• Demonstrated skills building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
• Proven experience of the partnership approach and the multi-stakeholder process; Lead advocacy initiatives with government partners at national and subnational levels
• Good capacity in the management of community development projects and the development of effective relationships with local authorities, technical services and communities
• Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
• Record of success with multi-disciplinary teams, both as a manager and as a team member.
• Experience and ability to work in a team and network with partners in all relevant aspects of project management;
• Demonstrated record of achieving results on time and within budget.
• Proven competence in budget management and control, participatory monitoring / evaluation and report writing approaches
• Demonstrated creative problem-solving skills.
• Learning skills, innovation and a strong curiosity about the root causes of poverty;
• Ability to promote new ideas, develop participatory approaches and make practical applications in the workplace;
• Good strategic and operational planning skills
• Experience managing programmatic and financial reporting requirements.
• Experience with maintaining high levels of quality despite demanding reporting schedules and short deadlines for deliverables.
• Ability to review and ensure accuracy of complex budget and expenditure formats.
• Good grasp of the concept of gender and diversity, power relations, and its application in the Beninese context. Ability to work, lead and manage the knowledge and talents of a team; Leadership skills (supervision, coaching, counseling, etc.); Be available, honest, rigorous, passionate, curious, methodical and of good character; Being able to work under pressure, as a team, in a multicultural environment and multi actors and donors.
• Previous experience in Benin is a strong advantage.
