Context:
Under the overall supervision of the Water, Sanitation, and Hygiene (WASH) Programme Coordinator, the direct supervision of the Programme Officer (WASH), the successful candidate will be responsible for the implementation of WASH-IPC (EVD) preparedness activities at the border locations with Uganda and Democratic Republic of the Congo. S/he will be based in the city of Yei (former Central Equatoria State) and will travel frequently to field locations where IOM EVD preparedness activities implementation is taking place. This includes temporal staying in bordering cities of Uganda, from where operations are being launched to cover some locations in South Sudan.
Core Functions / Responsibilities:
1. Coordinate with the local authorities, humanitarian partners, communities and other stakeholders at the field level to orderly implement the activities of the IOM EVD preparedness program including but not limited to establishment of Points of Entry screenings, avoiding duplications and addressing gaps.
2. Participate in the Yei coordination platforms and when relevant the EVD coordination at Juba level. Provide required inputs in a timely manner in coordination with the WASH team in Juba for the WASH cluster, EVD preparedness technical working groups and EVD-STF in coordination with the EVD Preparedness Coordinator and the WASH Programme Coordinator in Juba.
3. Contribute to the development of the strategic approach and an action plan to guide the implementation of the EVD preparedness activities that is consistent with National Task Force (NTF) approach and agreed commitments of IOM.
4. Monitor IOM activities on the ground for consistency with EVD preparedness SOP published by the NTF (Government of South Sudan and the World Health Organization (WHO)) as prioritized by the EVD NTF, and make recommendations to address issues of non-compliance.
5. Supervise the implementation of the activities required to provide WASH services and rehabilitation / construction to Primary Health Facilities (PHF) and referral hospitals in several locations along the border between South Sudan and Uganda/ Democratic Republic of the Congo, including but not limited to the provision of emergency WASH facilities in the screening sites installed at both formal and informal Point of Entry (PoE) identified by the Displacement Tracking Matrix (DTM) team and in coordination with the IOM health units along the border as prioritized by the Borders and Health Technical Working Group.
6. Guide the organisation and supervision of a risk communication campaign at the communities around the PoE and PHF, with the involvement of community volunteers that will be trained and monitored by the program, with the objective of raising the knowledge of the local population on the potential EVD risk.
7. Facilitate the mainstreaming of Protection and Gender-Based Violence (GBV) prevention approach in all activities and in coordination with the GBV officers of the program, as well as contribute to quality gender analysis.
8. Support the EVD Preparedness Coordinator in following -up on project implementation according to IOM internal and donor requirements.
9. Vigorously mobilize the community with the support of the WASH team on the ground, facilitating participation, involvement and contribution of the targeted communities for the completion of the activities.
10. Monitor the project implementation, ensure that materials are being properly utilized and that WASH items are effectively distributed to the beneficiaries.
11. Ensure the centralization of information from the rest of locations involved in the EVD preparedness and report timely (weekly and monthly) to the WASH Programme Coordinator, the EVD Preparedness Coordinator and Head of Operations in Juba. Ensure that project data and information is archived and shared appropriately.
12. Supervise support staff and provide guidance and training as required.
13. Perform such other duties as may be assigned
Required Qualifications and Experience:
Education
• Master’s degree in Public Health, social science, environmental, engineering, and epidemiologic or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• At least two years of relevant experience in Emergency Response related WASH (epidemiological outbreak);
• At least 4 years’ experience with I/NGO or UN agencies;
• Previous experience in Ebola response programming;
• Experience in programme and team both direct line management and implementing partners;
• Relevant experience in project development and reporting;
• Knowledge of protection mainstreaming standards.
Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish and/or Arabic is an advantage.
