WE ARE RECRUITING
01 CHILD RIGHTS GOVERNANCE COORDINATOR

Under the supervision of the Regional Programme Manager, the main role of the Child Rights Governance Coordinator will:
– Further the Rights of the Child, specifically in the Child Rights Governance priority area.
– Oversee one or several child rights Governance-related thematic and projects of Save the Children in Senegal and partners, including advocacy and humanitarian preparedness and response, ensuring high impact, quality implementation and strict compliance with donor and Save the Children requirements.
– Lead the operational planning and development of one or several Child Rights Governance (CRG) projects for the Senegal CO, in collaboration with the Programs, Program Development and Quality.

He/she will be responsible for the following tasks:

Program Management:
· Control, manage and serve as the budget holder for Child Rights Governance projects under the management of the Senegal Country Office
· Ensure effective management of Child Rights Governance partners to ensure timely delivery of program outcomes, progress, projects donor reports.
· Maintain up to date the Detailed Implementation Plan, Indicator Tracking Table, MEAL Plan, log frame ensuring that they reflect eventual progress and changes in the project
· Consolidate progress from different partners into one quarterly project report as per the approved format.

Partner Management
· Ensure that every Child Rights Governance partnership is designed and managed so that it furthers achievement of SCI strategy and strengthens local and national capacity to deliver for children;
· Analyse potential partners using documented selection methods and ensure that all partners comply with Save the Children and donor requirements and regulations;
· Oversee program implementation of existing Child Rights Governance partners and ensure appropriate partners are engaged in Child Rights Governance projects, advocacy and emergency preparedness activities;
· Undertake regular field visits of SC supported projects lead by partners, to ensure that project implementation adheres to partnership agreements; and that partners receive necessary guidance, input and assistance during all phases of the project cycle;
· Ensure regular partner evaluation and ensure that capacity building and exit strategies are in place for the partners working on Child Rights Governance programs.

Budget Management
The Child Rights Governance Coordinator is entirely responsible of the budget of projects under his/her responsibility, as per the approved scheme of delegation:
· Monitor the budget on a monthly basis, ensuring that the budget variance analysis reflect the actual expenditures as per the phased budget;
· Monitor the disbursement of the sub-grants ensuring that budgets are spent as per the contractual agreements;
· Ensure quality and timely financial reporting, flagging any critical discrepancy between actuals vs planned expenditures and taking appropriate corrective actions as per the donor guidelines.
· Put in place adequate control mechanisms to reduce risk in general and particularly fraud.

Accountability and Awards management
· Overall accountability for award management for specific Child Rights Governance projects in the Senegal Country Office, including:
o Support proposal development
o Implementation (including managing sub-awards when necessary)
o Reporting on a timely basis, in line with donors/SC requirements
o Close-out
· Ensure good institutional learning within Child Rights Governance encompassing documentation and storage in shared areas of case studies, good practises and lessons learned and the production and promotion of high quality reports in French and English.
· Represent SC in the media in issues related with Child Rights Governance as requested
· Compliance with SCI Child safeguarding policies and code of conduct.

Assessment, Monitoring, Evaluation, Accountability and Learning (MEAL)
· Accountability for monitoring, evaluation, accountability and learning (MEAL) for the project(s) with guidance of the M&E Specialist in Senegal Country Office, including:
· Supporting the assessment and design processes including the Child Rights Situational Analysis and other baselines
· Maintain a robust M&E system to measure achievement and progress toward program goals and results that are in line with the SCI global Child Rights Governance strategy
· Ensure that the partners have the capacity to undertake M&E of the programs that contribute to the Global SCI Indicators
· In collaboration with the PDQ, support the Country Annual Planning and Country Annual Reporting on the Child Rights Governance thematic and contribute to the Country Strategic Planning.
– Ensure compliance with Essential Standards for MEAL;
– Carry out regular project monitoring by applying SC tools and processes;
– Control evidence and validation of data reported by partners.

Child Safeguarding
o Contribute to ensure compliance of the program and organization to the essential standards on accountability as set in the Quality Framework
o Ensure CS is integrated in all steps of the program cycle.
o Integrate Child Safeguarding in professional objectives and performance reviews of the line managed team.
o Respect and Promote the Child Safeguarding Policy and local procedures and enable environment for reporting on cases.
o Identify CS related activities (awareness, capacity building and communication material) in project activities and budget while reviewing proposals
o Support in collaboration with the MEAL team the set-up of complaint management system in participation with the affected communities.

QUALIFICATIONS AND EXPERIENCE
· Bachelor’s Degree in a relevant field (or equivalent experience).
· A minimum of 3 years management experience in a corporate or an NGO environment
• Solid project management skills and experience in :
· Program planning, implementation and reporting
· Design Monitoring and evaluation
· Financial management of programs (including budget development and financial monitoring skills)
· Partner management and sub-grants
• An in-depth understanding of and experience in child protection and child rights issues, preferably in Senegal and West Africa
• Ability to analyse information, evaluate options and to think and plan strategically
• Previous experience of managing and developing a team and the ability to lead, motivate and develop others
• Excellent interpersonal, communication and presentation skills
• Fluency in French , professional proficiency in English
• Ability and willingness to change work practices and hours, and work with incoming teams in the event of major emergencies
• Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches

The role
The Safety & security assistant will support the Regional Security Team in improving safety and security procedures and compliance with Save the Children standards. He/she will support on a daily basis the Safety & security regional Manager in his/her role.

Qualifications
The successful candidate for the Assistantship position should possess the following knowledge, skills and experience:
• Bachelor’s degree or equivalent

Experience and Skills

Mandatory
• High interest in safety & security, regional/national contexts follow-up/analysis
• Knowledge of national context and actors in countries
• Ability to draft reports, review documentation both in French/English
• Excellent level of communication both in French & English
• Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin all aspects of the job.
• Excellent computer skills with solid knowledge of Microsoft software

Desirable
• Experience in a multi-cultural environment
• Experience in safety and security with an INGO is a plus

Contract length: 01 Year
