Assisted and supported by the ECO team, his/her general responsibilities are:

-Assist in the preparation of Governing Board and Executive Board meetings;
-Assist Project Coordinators in communication with Granting Authorities/Funders;
-Oversee and promote the synergistic growth of the Alliance’s Projects Portfolio;
-Monitor and control administrative and financial dimensions of Projects in which the ECO has a responsibility and establish a centralized monitoring structure;
-Ensure the coordination and quality of the periodic reports for the European Commission and other relevant funding institutions, and other reports requested by the Governing Board and/or the Executive Board;
-Advice on compliance with obligations in contracts of the Alliance’s Projects;
-Coordinate the development of IT solutions, and support in roll-out on shared resources;
-Promote and represent the vision of the Alliance: Coordinate and execute central communication services of EELISA.
-Specifically, he/she has to
-Facilitate the Alliance’s general functioning in conformity with the terms of the Framework Agreement and its Annexes and Consortium Agreements;
-Manage the execution of the Erasmus+ project;
-Ensure the coordination of alliance-level operational activities;
-Constantly liaise with Alliance institutional representatives and officers;
-Prepare Alliance’s Boards and other meetings, in close coordination with their chairs;
-Follow the production of outputs/deliverables and coordinate the preparation of the activity reports;
-Coordinate the organization of project-related activities and events in coordination with the heads of the EELISA Local Offices (ELOs), and deliverables with the work package leaders;
-Manage the Alliance’s Central Office
-Develop and implement the management tools necessary for the management of the projects (procedures, guides, standard models of documents, collaborative platforms etc.);
-Manage the activities of the EELISA Central Office; Coordinate and harmonise the work of the ECO and the ELOs
-Assist partners on the administrative aspects, monitor the application of the rules and administrative procedures and supervise the finances (breakdown and transfer of funds, updating and monitoring of the budget, financial summary balance sheets, etc.);
-Coordinate the preparation, consolidation and submission of financial reports in close connection with the administration of the coordinating institutions administration, within the deadlines. Make sure that any justification document is prepared and filed by each partner, in anticipation of possible audits;
-Ensure compliance with the obligations in agreements, contracts and regulatory documents, in interaction with the EELISA Local Offices, as established in the grant agreement and the consortium agreement.

Knowledge and experience of engineering education in Europe

Negotiation, dialogue

Management of complex international projects

Financial and administrative management

Capacity to work with tight deadlines, personal resilience

Excellent writing and oral communication skills

Knowledge of applicable and appropriate strategies of conflict resolution methods

Knowledge of how to interact, develop interpersonal relationships and work collaboratively with persons from varying backgrounds and experiences in an international environment

Good communication and presentation skills

IT skills (Office pack)

Specific Requirements

Required experience

At least 15-years, with relevant management of multi-actor multi-national projects and teams.

At least 2 years in relevant leadership positions in European University Alliances.

At least 3 years in preparation, planning and facilitation of intercultural workshops with large audiences.

 

Knowledge

Good Knowledge of higher education ecosystem in Europe and the ERASMUS+ programmes

Good knowledge of business and management principles and processes involving; program management, portfolio management, planning, resource allocation and coordination of people and resources

Full command of English, French and Spanish

Excellent knowledge of European administrative and financial rules relating higher education particularly for Erasmus programme

Knowledge of the operating rules and administrative procedures of a higher education institution
