Position Summary

Under the general direction of the Vice President for Student Affairs (VPSA), the Executive Director, Asian American, Native Hawaiian and Pacific Islander Student Achievement Center (ED) is responsible for all aspects of establishing and leading a central office to administer the California State University’s (CSU) Asian American, Native Hawaiian Pacific Islander (AANHPI) Student Achievement Program (ASAP). The ASAP operates on behalf of the CSU Chancellor’s Office (CO) to administer programmatic funding in support of AANHPI student success. The office is housed at the Sac State campus within the Division of Student Affairs and provides opportunities for programmatic funding in support of students in campuses throughout the CSU system.

The ED:

Provides leadership, management, strategic, and operational planning for ASAP to ensure the success and sustainability of the state-wide operation, including establishing advisory committee(s) who provide(s) input on the implementation of the program’s operations to meet expectations set by the CO and the VPSA;

Recruits, hires, and supervises all personnel, ensuring appropriate training and professional development in support of each role as it relates to the program’s plans and goals;

Develops and implements processes for outreach, training, curriculum development, capacity building, technical assistance, data gathering/reporting, and programmatic assessments;

Oversees program finances and works with the CO to oversee implementation of processes to allocate state funding and ensure timely submission of annual reports to the CO for the March 31 deadline to the Department of Finance, and the appropriate fiscal and policy committees of the California State Legislature.

FLSA: Exempt (not eligible for overtime)

Anticipated Hiring Range: $11,000 per month – $13,000 per month

CSU Classification Salary Range: $ 6,250 per month – $ 20,063 per month

Department Information

The California State University (CSU) has announced that the central office of its new Asian American, Native Hawaiian, and Pacific Islander (AANHPI) Student Achievement Program will be housed at Sacramento State. Established by California legislation and added to the California Education Code in 2022, the CSU AANHPI Student Achievement Program seeks to enhance student educational experiences and promote higher education success for underserved and first-generation AANHPI students and other underrepresented students. The new Sacramento-based systemwide office will receive $8 million annually from the state, much of which will be distributed to CSU campuses in the forms of grants to create culturally appropriate academic and social programming and other services. The statewide central office will also support campuses through outreach, statewide and regional trainings, and curriculum development.

Required Qualifications

Education:

  1. Master’s degree, or equivalent combination of training and/or management experience in higher education

Experience:

  • Five or more years of demonstrated experience: Directing, organizing, and overseeing departments and programs related to student services, programs, and support including fiscal responsibility for budget preparation and resource allocation
  • Three or more years‘ experience managing exempt and non-exempt employees; including hiring, training/coaching, and evaluating
  • Communicating with strategic partners, university leadership, regional academic institutions on partnership and initiative activities focused on serving highly diverse student populations with special emphasis on historically disadvantaged student groups
  • Experience developing new programs and/or student service centers, including planning and implementing complex organizational structures

Knowledge, Skills and Abilities:

  • Demonstrated experience effectively administering grant-based programs, including ensuring accountability for reporting on outcomes and providing or managing data-driven program assessment
  • Ability to establish, communicate, and maintain cooperative working relationships with diverse communities including students, parents, faculty, administrators, community members, and colleagues
  • Demonstrated ability to lead a diverse team and collaborate with colleagues across a large, complex organization to effectively plan, create, and administer one or more programs
  • Ability to effectively engage with senior leadership to gain support for new or unprecedented programs
  • Thorough understanding of the financial, human, and educational resources needed to provide effective and impactful student programming
  • Ability to work effectively with the CSU Chancellor’s Office, auditors, and the campus community on challenging and sometimes controversial subjects
  • Ability to manage program evaluation and assessment
  • Ability to implement short and long-range planning
  • Ability to work independently with little direction and coordinate many different tasks, determining the importance of each, setting deadlines, and completing projects accordingly
  • Strong organizational, interpersonal, and communication skills with excellent written and oral communications

Preferred Qualifications

  1. Experience supervising managers
  2. Experience managing represented employees in a collective bargaining environment
  3. Two or more years‘ experience working as a full-time employee in the California State University system
  4. Demonstrated understanding and recognition of student needs and cultural/historical backgrounds to serve the Asian American, Native Hawaiian, Pacific Islander (AANHPI) student population and what constitutes a culturally responsive campus environment
  5. Experience serving as an administrator within a grant-providing organization (public/government agencies, private foundations, corporate giving programs, etc.)
