PhD Fellowship in Digital Services Innovation in the Public Sector – Stavanger, Norway

The University of Stavanger invites applicants for a PhD Fellowship in Innovation in Public Services at the Faculty of Social Science, Department of Social Studies. The position is vacant from Spring 2022.

This is a trainee position that will give promising researchers an opportunity for academic development through a PhD education leading to a doctoral degree.

The person hired will be admitted to the PhD program in social sciences. The education includes relevant courses amounting to about six months of study, a dissertation based on independent research, participation in national and international research environments, relevant academic communication, a trial lecture and public defence. The appointment is for three years with research duties only or four years with both research and 25% compulsory duties. This will be clarified in the recruitment process.

Research topic

The person hired will carry out their research within the overarching theme: Trust and negotiations in digital service innovation in the public sector.

Digitalization in the public sector is often regarded as a driver for transformation in public administration with the aim of creating public value. In this way, digitalization has become a key tool for renewal and service innovation, either in the form of new services or streamlining of existing services. Especially for service innovations, there is a requirement that a new or changed service does not become a one-time delivery but can be delivered to many customers. This requires that knowledge and routines are built in connection with the production and delivery of the service. Furthermore, managers and employees with user or customer contact together with suppliers of digital technology and solutions are particularly key players for service innovations.

Digitalization of public services and administration is relevant in various parts of public administration (national, regional and local level). Implementation of digital solutions can be a result of general national policy to be implemented regionally or locally by reform. Digitalization can also take place as a result of inspiration from other contexts with a desire to test similar solutions in one´s own organization.

This call is open to various motivations for digitalization. It is desirable that you as a candidate choose a service area / field within the public sector that plans to conduct digitalization, is in process of doing so, or has completed digitalization or digital transformation in its services. We are particularly interested in exploring and understanding how managers and employees in the service meet and respond to policy and/or digital solutions, and what opportunities they have for negotiating and translating this into solutions adapted to their organizational and institutional context. You can choose the approach and methods in your project.

Project proposal

As an applicant, you must prepare a preliminary project proposal for a doctoral project within the subject area, which explains the problem, relevance, theoretical and methodological approach. Your preliminary project proposal will be included in the application assessment.

During the first three months of the employment period, the project proposal will be further developed in cooperation with your supervisors and completed for the final project description.

Qualification requirements

We are looking for applicants with a strong academic background who have completed a five-year master degree (3+2) within social science (sociology, political science, management, social work) or similar, preferably acquired recently; or possess corresponding qualifications that could provide a basis for successfully completing a doctorate.

To be eligible for admission to the doctoral programmes at the University of Stavanger both the grade for your master’s thesis and the weighted average grade of your master’s degree must individually be equivalent to or better than a B grade.

Applicants with an education from an institution with a different grade scale than A-F should attach a confirmed conversion scale that shows how the grades can be compared with the Norwegian A-F scale

Emphasis is also placed on your:

  • motivation and potential for research within the field and good knowledge of relevant scientific literature
  • has good knowledge of qualitative and / or quantitative methods
  • your professional and personal skills for completing the doctoral degree within the timeframe
  • ability to work independently and in a team, be innovative and creative
  • ability to work structured and handle a heavy workload
  • having a good command of both oral and written English
