Job organizational context
The Polio Data Manager will work in a country office with a particular context in which the CSD and C4D programmes are involved in the Polio Outbreak. The incumbent will work under the direct supervision and guidance of the C4D Specialist.
How can you make a difference?
The C4D Polio Data Manager will be assigned for supporting the coordination of the communication and management aspects of vaccines, including the six-month CVDPV2 outbreak in the Central African Republic
1. Management of social data and communication
Develop and update the communication dashboard with the performance indicators;
Develop and follow up on the monitoring and evaluation of the C4D framework to respond to the surge.
Participate in the establishment and updating of the communication plans in line with the scrutinized data
Participate in updating the disease response plan, and developing any other document, tool, the database needed to ensure a better capitalization of practices and informed choice of decisions making;
Support the review, adaptation, and use of IMEP tools for collecting and analyzing data on communication and social mobilization of vaccination (campaigns and routine);
Facilitate the distribution and maximum use of tools and databases as per guidelines and ensure the feedback of information.
2. Data collection and analysis
Compile and analyze collected data to measure progress in the interventions, guide decision-making, process and analyze data that is systematically escalated from the field, showing trends, opportunities and performance of actions of immunization partners;
Develop mechanisms that help to accelerate the establishment and compilation of reports and their transmission both at the coordination and central level
Establish a risk analysis to list priority districts based on social data (MI, LQAS, and any other tools);
Develop an updated communication mapping and management of vaccine resources.
3. Quality Assurance Planning
Harmonize the communication indicators for all the intervention throughout the country;
Ensure compliance with health district immunization communication plans between Situational Analysis, Goals and the Outcome framework, using a progressive and selective logic of the user data;
Develop and update using of social data modules and data management at the central, regional and peripheral levels;
Support Epidemic Response Assessment Teams (OBRA) with information related to communication for development.
4. Reporting and data visualization,
Take part of the communication sub-committee meetings and participate in the various coordination meetings;
Provide frequent and regular reports to the technical manager on all aspects related to his activities and contribute to the drafting of Sitreps and newsletters;
Prepare reports as per IMEP requirements at the end of each round and at the end of the campaign/response;
Report that field results are analytically and comprehensively presented in the form of Tables, Charts, Maps or Illustrations/Schemas to assess the communication interventions progress;
Support the C4D and Polio respond team as needed.
5. Strengthening of field actors’ competencies.
Support the teams of the Ministry of Health and IMEP in monitoring the implementation of all aspects related to C4D as outlined in the epidemic response plan;
Assist teams to properly utilize the selected data analysis model;
Contribute to the strengthening and improvement of the skills of field actors in the collection and analysis of communication data in the context of vaccination (Campaigns and Routine), with quality, promptness, and completeness of the data collected;
Liaise with the DSSP and supporting C4D teams in the field and those of the Ministry of Health to streamline communication activities/actions for development;
Analyze and share the available IM/LQAS data for each response based on the overall model.
To qualify as an advocate for every child you will have…
An advanced university degree (Master’s or higher) in the following areas is required: Public health, Sciences, Statistics and/or Social science.
A minimum of [5] five of relevant professional experience in Health or Vaccination Programme,
Possessing a wide work experience in producing and analyzing quantitative and social data,
Relevant work experience in an international NGO and United Nations system will be an asset,
Work experience in a developing country in an emergency will be also an asset.
Fluency both in French and English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
