Background

Organizational Context
The Secretariat’s headquarters is organized into four main Business Groups in Geneva, and five Business Groups in the field, namely; Americas (Panama City); Africa (Nairobi); Asia/Pacific (Kuala Lumpur); Europe (Budapest); Middle East and North Africa (Beirut). The Africa Regional Office is organized in Country Cluster Support Teams (CCST) covering the National Societies in Eastern Africa, Indian Ocean Islands and Djibouti, Southern Africa, West Coast, Sahel and Central Africa as well as Country Offices in Sudan, Republic of South Sudan, Somalia, Democratic Republic of Congo, Sierra Leone, Niger and Central Africa. The Southern Africa Country Cluster office supports 9 South Africa, Malawi, Mozambique, Eswatini, Lesotho, Botswana, Zambia, Namibia and Zimbabwe. Mozambique was hit by two category 4 tropical cyclones (Idai and Kenneth) in one season. Mozambique National Disaster Management Institute (INGC) indicated that 1.5 million people were affected, including more than 140,000 people displaced – many sheltered across 139 evacuation centres, spontaneous settings and makeshift shelters at peak emergency moment. Some 603 people have been confirmed dead as a result of the cyclone, according to the most recent reports issued by INGC. At the same time, more than 1,600 people were injured, and more than 230,000 houses were damaged and destroyed. Tropical Cyclone Idai has also affected Mozambique’s food security and livelihoods in the long term, due to extensive damage to standing crops immediately before the harvest season due in the months of March-April as well as loss of seeds and tools . The entire southern Africa region has been facing the effects of the ongoing El Niño with below-average cumulative rainfall and abnormally high temperatures for the 2018/19 season. The whole southern Africa region has suffered from sustained drought in recent years. Nearly one month later, cyclone Kenneth has hit Northern Mozambique’s coastal province of Cabo Delgado. The cyclone Kenneth has left destructions of houses, standing crops and key installations. The assessment report indicates that over 37,000 houses either have been damaged or destroyed. IFRC has revised Emergency Appeal to assist households affected by cyclone Kenneth. IFRC has launched an Emergency Appeal on 19 March for CHF 31 million which was revised on 06 May for CHF 32 million to assist 172,500 people affected by cyclones Idain and Kenneth for 24 months. The Emergency Appeal operation focuses on shelter, livelihoods and basic needs, health, WATSAN, protection, gender and Inclusion and Disaster Risk Reduction and national society capacity strengthening in emergency.
Job Purpose
The Shelter Delegate, under oversight of the Operations Manager, will provide programme management and technical expertise for the planning and roll out of interventions to improve the safety and adequacy of shelter and settlement conditions, providing special attention to all components of the shelter & settlements strategy in Mozambique. The Shelter Delegate will work very closely with the assigned shelter CVM focal point and shelter national staff to build shelter programming capacity and ensure that the acquired skills can be projected into future CVM programming and contingency planning.
The Shelter Delegate will work in collaboration with CVM, Participating National Societies, INGO’s, UN agencies and local authorities and stakeholders and affected communities within the mandate of the Movement to ensure efficient and effective design, management and implementation of shelter programming related to the Cyclone Idai and Kenneth.
Job Duties and Responsibilities
Oversee the design and implementation of the shelter intervention within the general Plans of Actions to provide timely adequate shelter, maximizing local capacities and livelihood opportunities whilst reducing shelter & settlement related risks and vulnerabilities.
Oversee the shelter project volunteers, staff, contractors and additional shelter advisors as appropriate.
Provide detailed technical assessments as required and develop operational plans for shelter projects identified in accordance with appropriate participatory design, construction and monitoring methodologies.
Ensure the provision of the required supply chain and supporting logistical services through close consultation with the Federation logistics team.
Ensure an integrated approach to shelter programming through close coordination with other sectorial activities as appropriate.
Support and advise on all Shelter & Settlement-related activities as required, including technical assessments, project development and design, tendering and contract administration.
Undertake risk analysis related to the shelter interventions and contribute to the development of mitigation measures.
Oversee the use of appropriate project procedures and documentation, including project development tools, technical scheme designs and cost plans, tender and contract documentation, project tracking tools etc.
Ensure that tenders and contract administration for construction and design, engineering and site supervision services as required are in accordance with agreed procedures and provide the required level of internal programme and financial control.
Ensure that all design, planning and site activities comply with appropriate local, national and international standards and regulations as required.
Liaise with international, government and non-government agencies and collaborate as appropriate.
Represent IFRC shelter activities to stakeholder groups as needed and agreed, including sector coordination groups.
Ensure regular monitoring and required evaluations.
Produce regular, timely and accurate narrative and financial reports for the Federation and for donors.
Manage staff as appropriate, and support, train and develop national staff.
Perform duties according to priorities determined by the Operation Coordinator.
Coordinate and mobilize international shelter surge assistance for the related response operation and promote cooperation between the operating and participating national societies.
Manage the shelter component of the emergency response, in close coordination with the national society, including supporting, assisting and advising.
Build and maintain knowledge and understanding of the in-country shelter actions
Education
Basic Delegates Training Course or IMPACT and STT or equivalent knowledge
Relevant university degree or equivalent professional qualification in Structural/Civil Engineering, Architecture, Urban Planning, Construction Management or related technical field.
Degree or diploma in or in a community/social development field.
Experience
Experience of working for Red Cross Red Crescent Movement in an international setting
Experience in working in both emergency and developmental contexts (especially in community-based approaches)
A minimum of 7 years of demonstrated experience on shelter & Settlements /construction projects (private sector and/or humanitarian/development context)
A minimum of 3 years’ experience in humanitarian interventions including large complex operations and/or development programmes.
Familiarity with current standards and guidelines for humanitarian emergency response including those related with Shelter & Settlements.
Knowledge and understanding in the use of participatory tools in community planning approaches and experienced with trainings on build back safer construction techniques (software component shelter assistance)
Awareness of and exposure to the humanitarian reform and transformative agenda processes
Proven experience in recruiting and managing local staff and volunteers
Experience in supporting, coaching and training National Society personnel
Experience in establishing and following monitoring systems to track progress of implementation
Some knowledge and experience in housing land and property rights
Skills in networking and coordinating with partners, other agencies and organizations
Budget development and budget management experience
Ability to analyse diverse information and develop recommendations for an appropriate response
