Ph.D fellowship in Societal Safety

The University of Stavanger invites applicants for a Ph.D fellowship in Societal Safety at the Faculty of Science and Technology, Department of Safety, Economics and Planning.

The position is vacant from 01.10.2020 and is funded by the Research Council of Norway within the programme SAMRISK (Security and Risk). The University of Stavanger is the project owner and cooperates with NORCE, the University of Stockholm, Stockholm Environment Institute and the University of Utrecht.

This is a trainee position that will give promising researchers an opportunity for academic development leading to a doctoral degree.

The appointment is for three years with research duties exclusively.

The Ph.D candidate will be working within project RISKSEC2.0 Local climate change adaptation: from risk governance to securitisation strategies?

This project uncovers how climate change adaptation can be framed through risk governance logic, with a focus on accommodating everyday risks, or through securitisation logic, by which extraordinary measures and particular agents are required. While the securitisation of climate change is well-documented at national and international levels, the way securitisation affects local level governance and adaptation is much less known.

The project will reveal opportunities for complementary between international, national and local adaptation efforts, by pinpointing positive (shared understandings and coherent action) and negative (conflicting perspectives and local disempowerment) dynamics.

Knowledge-based policy results will inform more effective risk decision making at all levels of governance and will offer a nuanced picture of what kinds of transformational changes in climate change adaptation are most suitable for local communities.

The overall aim will be reached by answering the following questions:

  • What are the characteristics of multilevel risk governance and securitisation processes?
  • To what extent do local (mainly Norwegian) pathways of climate change adaptation follow national and international priorities within the multilevel risk governance context?
  • What are the challenges in using digital solutions for enhancing local (mainly Norwegian) climate change adaptation?

The Ph.D candidate is expected to focus his/her project on addressing issues from the last question. However, the Ph.D candidate will participate in all work packages and contribute in data collection and in developing theory and methods in general.
