HJF is seeking a Program Manager III to support the Strategic Initiatives (SI) Department located at the Naval Health Research Center (NHRC) in San Diego, CA.  HJF provides scientific, technical and programmatic support services to SI and NHRC.

The incumbent will serve as project leader to ensure timely completion of project tasks objectives. Organize Team Resources, including Steering Committees, Project Teams and Work Groups, as needed. Develop high-level project plan and achieve buy in on task responsibilities and timelines from the appropriate team members. Evaluate project risks and develop contingency plans, as appropriate. Coordinate development and approval of appropriate requirements and design documentation. Identify, document and assist with project issues and escalate, as appropriate, to achieve timely resolution.

Responsibilities:

  1. Oversees the strategic implementation of grant awards. Ensures compliance with all contract requirements, schedules, and provisions. Serve as project leader to ensure timely completion of project tasks objectives. Coordinate the transition from Project Development to Project Implementation to Project Completion. (50%)
  2. Organize Team Resources, including Steering Committees, Project Teams and Work Groups, as needed. Develop high-level project plan and achieve buy in on task responsibilities and timelines from the appropriate team members. Define communications, issue management and scope management strategy and achieve approval from the appropriate team members. Solicit input from appropriate staff to evaluate cross-system impact. (10%)
  3. Develop high-level project plan and achieve buy in on task responsibilities and timelines from the appropriate team members. Identify, document and assist with project issues and escalate, as appropriate, to achieve timely resolution. (10%)
  4. Coordinate development and approval of appropriate requirements and design documentation. (10%)
  5. Initiates and monitors program actions including budgets, purchasing, and hiring activities. Identify, document and assist with project issues and escalate, as appropriate, to achieve timely resolution. Ensure compliance with regulatory agencies including meeting deadlines, when applicable. Ensure integrity and security of institutional data. Evaluate project risks and develop contingency plans, as appropriate. (10%)
  6. Interacts with project stakeholders by facilitating information flow as a liaison between research staff, Principal Investigators, project sponsors, research administrators and HJF Program Management in the administration of agreements, contracts and research compliance. Applies expertise in establishing more complex standard operating procedures and leading improvements. Responds to complex requests and escalated complaints. (10%)
  7. May perform other duties and responsibilities as assigned or directed by the supervisor. This may include attendance of and participation in required training for role.

Required Knowledge, Skills and Abilities: Knowledge of organizational objectives, the federal budget process, office automation; ability to work completely independently, use sound judgement in solving problems, and coordinate many complex systems and programs simultaneously.  Knowledge of project management principles, and good communications, customer/client relationship skills and people management experience. Demonstrated ability to multi-task effectively.

Minimum Education: Bachelor’s degree required, Master’s degree preferred.

Minimum Experience/ Training Requirements: 9-10 years of relevant work related experience required.

Required Licenses, Certification or Registration: PMP preferred.

Background/Security: Eligibility to obtain and maintain a Tier I investigation/Public Trust and a Common Access Card (CAC).
